Brian provides guidance to New York City property owners of all types, including commercial, residential, hotel, and industrial, in challenging City’s assessment valuations of their properties. He has handled challenges for a variety of properties, from large, high-profile buildings to residential townhouses. In doing so, he has provided effective counsel to his clients in presenting their cases to achieve significant reductions in their property tax assessments. Before coming to Goldberg, Weprin, Mr. Kemper was in-house counsel for UnitedHealthcare managing litigation in the Northeast and counseling business operations. Brian is a graduate of Yale University, New York University School of Law, as well as a former litigation associate at Weil Gotshal & Manges where he specialized in complex litigation.
